Kansas City Area Transportation Authority (the Authority) appeals from the district court's1 order denying its motion for summary judgment and granting summary judgment in favor of appellees. It also appeals from the denial of its motion to set aside the judgment. We affirm. Appellant is a bi-state agency created pursuant to an interstate compact entered into by the States of Kansas and Missouri, adopted by the legislatures of those states, and approved by Act of Congress. The agency was established to ""operate and maintain * * * passenger transportation systems and facilities"" in the greater Kansas City area. Mo.Rev.Stat. Â§ 238.010; Kan.Rev.Stat. Â§ 12-2524.
